 Provides the definition of Independent Circumstance  

Independent Circumstances Allowance is an allowance for students under 24 years of age without children or who are not in a recognised relationship, who have exceptional circumstance that means it would be unreasonable for them to live with any parent and unreasonable for them to receive financial assistance from any parent.
