Our definition for parents.
A parent includes a:
- birth parent
- adoptive parent
- whāngai parent
- partner of your parent
- any other person acting as a parent (eg, a relative).
If you have a caregiver who’s received an Orphan’s Benefit or Unsupported Child’s Benefit for you in the past, they may also be considered as a parent.

Not a parent
A caregiver is not regarded as a parent if they've been appointed by either:
- the Chief Executive of Ministry for Vulnerable Children, Oranga Tamariki or
- an agent recognised by the Children, Young Person's and Their Families Act 1989.
